COUNCIL MEETING CITY OF MAYFLOWER
CITY CENTER COURT ROOM
MARCH 22, 2022 **DRAFT UNTIL APPROVED APRIL 26, 2022**
Mayor Randy Holland called the meeting to order in the City Center/Police Department Building at 7:00 p.m. Answering roll call were: Mark Hickman, Brian Williams, Zach Jeffery and Jennifer Massey. Will Elder was absent and Stacin Dawson arrived following roll call.
Brian Williams made a motion to accept the minutes of the February 22nd regular council meeting minutes as written. Zach Jeffery seconded the motion, and all members voted aye on voice vote.
Brian Williams made the motion, with a second by Zach Jeffery to accept the February financial statements. Voting was as follows: Stacin Dawson, aye; Mark Hickman, aye; Brian Williams, aye; Zach Jeffery, aye; and Jennifer Massey, aye. Motion carried unanimously.
PROPOSED ANIMAL CONTROL ORDINANCE (Presented by Jennifer Massey): Jennifer Massey presented to the Council, informative material she had gathered during the past two (2) years, for their review and consideration in drafting a more up to date animal control ordinance.
RESOLUTION 2022-03 (Purchasing a New Water Dept. Vehicle): Resolution 2022-03, purchasing a new 2021 Ford F-150 truck for $41,470.00 (including a ten (10) year/150,000 mile warranty, was read in its entirety. A new vehicle is not in the 2022 Water Department Budget but an accident occurred that resulted in a current vehicle being deemed a total loss. The wrecked truck has a value of $16,850.00. That amount subtracted from the cost of a new truck, will result in the total purchase price of the new vehicle being $24,620.00. Brian Williams made the motion, with a second by Zach Jeffery to adopt Resolution 2022-03. Voting was as follows: Stacin Dawson, aye; Mark Hickman, aye; Brian Williams, aye; Zach Jeffery, aye; and Jennifer Massey, aye. Motion carried unanimously.
REPORTS: Reports from Fire, Water and Wastewater, Street Department, Building Inspector’s Office, and Code Enforcement are attached herewith and made a part of these minutes.
ANNOUNCEMENT:
The next regular council meeting is scheduled for Tuesday April 26, 2022 at 7:00 p.m.
The next planning commission meeting is scheduled for Tuesday April 12, 2022 at 7:00 p.m.
Zach Jeffery made a motion, with a second by Brian Williams to adjourn. All members voted aye by voice vote.
FEBRUARY 22, 2022
Mayor Randy Holland called the meeting to order in the City Center/Police Department Building at 7:00 p.m. Answering roll call were Will Elder, Stacin Dawson, Mark Hickman, Brian Williams, Zach Jeffery and Jennifer Massey.
Jennifer Massey made a motion to accept the minutes of the January 25th regular council meeting minutes as written. Brian Williams seconded the motion, and all members voted aye on voice vote.
Zach Jeffery made the motion, with a second by Jennifer Massey to accept the January financial statements. Voting was as follows: Will Elder, aye; Stacin Dawson, aye; Mark Hickman, aye; Brian Williams, aye; Zach Jeffery, aye; and Jennifer Massey, aye. Motion carried unanimously.
ORDINANCE 2022-02 (Repealing Ordinance 2020-07): Brian Williams made the motion to suspend the rules, waive the second and third reading of Ordinance 2022-02, read the ordinance by title only, and vote on Ordinance 2022-02 after its initial reading. Jennifer Massey seconded the motion. All members voted aye on voice vote.
Ordinance 2022-02 was read by title only by City Attorney Dustin Chapman. Brian Williams made the motion, with a second by Zach Jeffery, to adopt Ordinance 2022-02. Attorney Chapman stated that Ordinance 2020-07 was a violation of the Fair Housing Act and its validity had been challenged in other cities. In answer to Alderman Elder’s question, he explained that regulation could be controlled by zoning and safety issues. Voting on adoption was as follows: Will Elder, aye; Stacin Dawson, aye; Mark Hickman, aye; Brian Williams, aye; Zach Jeffery, aye, and Jennifer Massey, aye. Motion carried unanimously.
Brian Williams made the motion to adopt the emergency clause. Zach Jeffery seconded the motion and all members voted aye by voice vote.
RESOLUTION 2022-02 (Transfer of Fire Safety Equipment): City Attorney Dustin Chapman read Resolution 2022-02 by title only. He explained this resolution signifies the Council’s voice approval, at last month’s meeting, to donate a total of six (6) unused air packs, etc.; three (3) to the Pine Village Fire Department and three (3) to the Centerville Volunteer Fire Department. Stacin Dawson made the motion, with a second by Brian Williams to adopt Resolution 2022-02. All members voted aye on voice vote.
FRANCHISE TRANSFER: (CenterPoint Energy-Summit Utilities): A letter from Summit Utilities requesting the transfer of franchise fees from CenterPoint Energy to their company was presented. Gas franchise fee is regulated by Mayflower Ordinance 1A dated May 4, 1962. Brian Williams made the motion to honor the request. Jennifer Massey seconded the motion and all members voted aye by voice vote.
PAFFORD MEDICAL SERVICES (Presentation): Jamie Pafford-Gresham and Clay Hobbs gave a presentation on their company and the services they provide. Their company has been chosen to provide service to Faulkner County and they are proposing to house an ambulance and staff at each of the fire departments in Greenbrier, Mayflower and Vilonia on a 24/7 schedule. Their projection date to be on site is March 1st. Brian Williams made the motion to temporarily house Pafford Medical Services in the fire station pending Memorandum of Understanding to be available at the next council meeting. Mark Hickman seconded the motion and voting was as follows: Will Elder, aye; Stacin Dawson, aye; Mark Hickman, aye; Brian Williams, aye; Zach Jeffery, aye, and Jennifer Massey, aye. Motion carried unanimously.

GENERATOR (City Center/Police Department Building): Police Chief Doug Hunter was given the go ahead to purchase a generator, since it had been appropriated in the 2022 Budget. The approximate cost is $40,000.00.
REPORTS: Fire Chief Ashton Tolliver reported that Centerville and Pine Village Fire Departments approached him about the fire department donating them the old air packs. Brian Williams made the motion to proceed with the donation and the Council to approve a resolution to that effect at the February Council Meeting. Jennifer Massey seconded the motion and all members voted aye on voice vote.
