Mayor Randy Holland called the meeting to order in the City Center/Police Department Building at 7:00 p.m. Answering roll call were Will Elder, Stacin Dawson, Mark Hickman, Brian Williams, Zach Jeffery and Jennifer Massey. Stacin Dawson was absent.
Brian Williams made a motion to accept the minutes of the September 28th regular council meeting minutes as written. Zach Jeffery seconded the motion, and all members voted aye on voice vote.
Brian Williams made the motion, with a second by Will Elder to accept the September financial statements. Voting was as follows: Will Elder, aye; Mark Hickman, aye; Brian Williams, aye; Zach Jeffery, aye; and Jennifer Massey, aye. Motion carried unanimously.
RESOLUTION 2021-15 (Brush Truck for Fire Department): Mayor Holland presented Resolution 2021-15, authorizing the purchase of a 2022 Dodge Ram 2500 brush truck for the Mayflower Volunteer Fire Department. It was read by title only by City Attorney Dustin Chapman. A majority of the Council approved this purchase when polled by the Recorder via email and telephone earlier in the month. Brian Williams made the motion to adopt Resolution 2021-15. It was seconded by Mark Hickman and voting was as follows: Will Elder, aye; Mark Hickman, aye; Brian Williams, aye; Zach Jeffery, aye; and Jennifer Massey, aye. Motion carried unanimously.
RESOLUTION 2021-16 (2021 Dodge Durango for Fire Department): Mayor Holland presented Resolution 2021-16 authorizing the purchase of a 2021 Dodge Durango for the Mayflower Volunteer Fire Department. It was read by title only by City Attorney Dustin Chapman. Brian Williams made the motion to adopt Resolution 2021-16. Zach Jeffery seconded the motion and voting was as follows: Will Elder, aye; Mark Hickman, aye; Brian Williams, aye; Zach Jeffery, aye; and Jennifer Massey, aye. Motion carried unanimously.
RESOLUTION 2021-17 (Millage Rate for 2022): Mayor Holland presented Resolution 2021-17 levying the millage rate on real and personal property on residents of the City of Mayflower. It was read by title only by City Attorney Dustin Chapman. Will Elder made the motion to adopt Ordinance 2021-17, leaving the rate at four (4) mills. Brian Williams seconded the motion and voting was as follows: Will Elder, aye; Mark Hickman, aye; Brian Williams, aye; Zach Jeffery, aye; and Jennifer Massey, aye. Motion carried unanimously.
ORDINANCE 2021-02 (Submitting the question of annexation to the voters): Mayor Holland presented Ordinance 2021-02, submitting to the voters during the May 24th election, the question of annexation. Zach Jeffery made the motion to place Ordinance 2021-02 on its first reading by title only. Motion was seconded by Brian Williams. City Attorney Dustin Chapman read Ordinance 2021-02 by title only and voting on the measure was as follows: Will Elder, aye; Mark Hickman, aye; Brian Williams, aye; Zach Jeffery, aye; and Jennifer Massey, aye. Motion carried unanimously.
CHANGE ORDER (Diamond Construction-Item tabled from August Meeting): Diamond Construction was awarded the bid to relocate our utilities for the Hwy 89 overpass November 2020. With the length of time taken to obtain easements and the increased cost of material, Diamond Construction submitted a change order in the amount of $163,000.00. The Council tabled this item until it could be determined if ARDOT would pay their portion (78.80% or $128,444.00) of the cost. A letter, dated October 26th from ARDOT and attached with these minutes, states that the amount of the change order was approved. Brian Williams made the motion to approve the change order for the City’s portion of $34,556.00. It was seconded by Will Elder seconded the motion and voting was as follows: Will Elder, aye; Stacin Dawson, aye; Mark Hickman, aye; Brian Williams, aye; Zach Jeffery, aye; and Jennifer Massey, aye. Motion carried unanimously.
REPORTS: Parks Director Danny Hester reported on the progress of the lighting and updating of Pierce Park He elaborated on the plans for sidewalks and multiple uses of the area.
Reports from Water and Wastewater, Street Department, Animal Control, Building Inspector’s Office, and Code Enforcement are attached herewith and made a part of these minutes.

The next regular council meeting is scheduled for Tuesday November 23, 2021 at 7:00 p.m.
The next planning commission meeting is scheduled for Tuesday November 9, 2021 at 7:00 p.m.
Zach Jeffery made a motion, with a second by Brian Williams to adjourn. All members voted aye by voice vote.
