Chairman Jana Green-Fornash called the meeting to order at 7:03 PM. Angela Patterson called roll. Commissioners in attendance for the meeting are Jana Green-Fornash, Curtis Lovell, James Oliver, Angela Patterson, Chad Patterson, and Sammy Reynolds. Delbert Dawson, Ken Tugwell, and Cliff Wekkin were absent. We have a quorum.
Approval and/or Changes to Minutes: Commissioner C Patterson made the motion to accept the minutes as printed from the July 14, 2020 regular meeting, and Commissioner Reynolds seconded the motion. The motion passed with all ayes.
General: In reference to a portion of the July 28, 2020 City Council minutes included below, Chief Woods briefly explained the Manufactured Housing regulations inside the city limits. Mayor Holland stated in a memorandum to the City Council and Planning Commission members that Mayflower may not remove manufactured housing from its current zoning districts in order to remain compliant with state law, as quoted in The Arkansas Affordable Housing Accessibility Act (2003).
ORDINANCE 2020-07 (Amending Mobile Home Criteria): Brian Williams made the motion to suspend the rule, waive the second and third reading of Ordinance 2020-07, read the ordinance in its entirety, and vote on Ordinance 2020-07 after its initial reading. Will Elder seconded the motion. Voting to suspend the rule was as follows: Will Elder, aye; Mark Hickman, aye; Brian Williams, aye; and Jennifer Massey, aye. Motion carried unanimously. Ordinance 2020-07 was read in its entirety.
Will Elder made the motion, with a second by Jennifer Massey to adopt Ordinance 2010-07. During discussion Mark Hickman stated that some cities, mentioning Little Rock, North Little Rock, and Conway, are not allowing mobile homes to be brought inside their city limits and spoke in favor of the possibility that Mayflower would do likewise. City Attorney Dustin Chapman is to do some research and provide information on this matter back to the Council.
Voting to adopt Ordinance 2020-07 was as follows: Will Elder, aye; Mark Hickman, aye; Brian Williams, aye; and Jennifer Massey, aye. Motion carried unanimously.
Will Elder made the motion to adopt the Emergency Clause for Ordinance 2020-07. Brian Williams seconded the motion and voting was as follows: Will Elder, aye; Mark Hickman, aye; Brian Williams, aye; and Jennifer Massey, aye. Motion carried unanimously. Ordinance 2020-07 was read in its entirety.
Lamar Advertising provided the Commission with a Property Owner Permission Statement on July 22, 2020 granting them consent to use the lot, and had previously asked for the public hearing to be postponed until they were able to complete the variance request process.
