Chairman Dawson called the meeting to order at 6:35 PM. Recording Secretary Angela Patterson called roll. Commissioners in attendance for the meeting are David Binz, Delbert Dawson, Jana Green-Fornash, Kayleigh Hartje, Chad Patterson, James Oliver, and Ken Tugwell. We have a quorum. (Sammy Reynolds arrived at 6:45 PM.)
Master Street Plan Amendment: The purpose of this hearing was to approve the Master Street Plan with new dedication of rights-of-way for the Heart of Mayflower “Slow Street” area and to make a recommendation to the City Council to amend Ordinance 2015-05.
Commissioners were first given the proposed resolution in November 2017, a representative from Metroplan spoke before the Commission in December 2017, and the public hearing was scheduled.
There was concern from the audience that the proposed collector and arterial streets would bisect larger parcels and make them undevelopable to prospective commercial businesses. The Commissioners were questioned as to the flexibility of the regulations if the rights-of-way were dedicated. It was explained that these are only proposed streets.
The policies set in the Comprehensive Plan are to “avoid development along collector and arterial streets that results in strip development…and to require the development of new streets in a grid or modified grid network…”
After much discussion, Chairman Dawson asked for a motion to approve the Master Street Plan Amendment. Commissioner Binz made the motion to approve the Master Street Plan Amendment as shown on Exhibit A and to present it to the City Council; Commissioner Green-Fornash seconded the motion. The motion passed with all ayes. The public hearing adjourned at 7:13 PM.
